This seems like the least way to fix the problem, with no repair goal or date, and this has been an ongoing problem for a month! The danger of 50MPH traffic hydroplaning through the water has been obvious. At the very least, they could have used a small back hoe to dig a little drainage ditch perpendicular to the road, or added a pile of dirt to dam it off. Instead, closure is their solution.
This is brought to you by the rocket scientists that put up a 4 way stop at the 32,000 cars a day Adams and 3,000 cars a day Gunn intersection. This backs traffic up 1/2 to 3/4 mile on Adams at rush hours. Real smart! The RCOC solution is to spend either $200k on a light, or $2M on a tiny, idiot roundabout, that already have been shown to not work well.
