Snow Emergency for City of Rochester The City of Rochester has declared a snow emergency effective at 6:00 p.m. on Monday, February 15. All vehicles on residential streets are to be moved to driveways. If you do not have a driveway, you may park your vehicle in the City's Parking Decks free of charge. Downtown Rochester is calling all Artists Elementary School, Middle School, High School, and College students, as well as adult artists, are invited to participate in Downtown Rochester’s 11th Annual Skateboard Art Competition & Exhibition: Deck Art 2021. The Downtown Rochester Snowglow, will take place on Friday, January 15 from 5:00 - 9:00 p.m. & Saturday, January 16 from 10:00 a.m. – 9:00 p.m. The Snowglow will include ice sculptures lining the streets, an ice carving competition, shopping, and of course, The Big, Bright Light Show.
