To a crowd of about 100 people, Mayor Barnett unveiled the sign proudly naming the previously unnamed Thelma Spencer lake “Frederick Carter Lake.” Mayor Barnett said, “Fred was one of those people who had the job of his dreams and was passionate about it for 26 years. He was passionate about water safety, the people, and Thelma Spencer Park. It was a great pleasure to work with him. He will be missed greatly.” Fred’s wife, Martha, and all six of their children were present for the ceremony. In her remarks, Martha said, “With Fred, I never worried about another woman except for Thelma Spencer. He loved this park and he loved his job.” As you drive in to Thelma Spencer Park, a beautiful plaque commemorates Fred’s service to the park and the legacy he left behind.
