Rochester Hills Dedicates Thelma Spencer Lake to Frederick Carter
To a crowd of about 100 people, Mayor Barnett unveiled the sign proudly naming the previously unnamed Thelma Spencer lake "Frederick Carter Lake." Mayor Barnett said, "Fred was one of those people who had the job of his dreams and was passionate about it for 26 years. He was passionate about water safety, the people, and Thelma Spencer Park.
